Contract Length: 2 years with possible extension

The Monitoring and Evaluation Coordinator will be responsible for the coordination of the implementation of the monitoring and evaluation, research, and learning framework of PIN projects. The M&E Coordinator reports to MEAL Manager and works closely with other relevant PIN colleagues.

Աշխատանքային պարտականություններ

Support monitoring, evaluation, accountability, and learning processes:

  • Manage MEAL activities for projects implemented by PIN Armenia.
  • Support adherence to ethical principles across MEAL processes.
  • Develop and update MEAL workplans and data collection plans in consultation with the PMs and HQ advisors.
  • Provide technical support during project MEAL planning, including guidance on logframe development, indicators, tools, methodologies, and results measurement.
  • Promote understanding of MEAL importance within the organization.
  • Support partner MEAL activities, providing guidance on tools development, data collection, and reporting.
  • Facilitate sharing of MEAL findings for learning and initiate corrective actions as necessary.
  • Participate in internal assessments and research studies, offering guidance on methodology, sampling, data collection, analysis, and reporting.
  • Craft M&E plans for each project in line with PIN standards.
  • Offer MEAL-related insights for project proposals, reviewing the Logframe/Theory of Change (ToC) and intervention logic, and ensuring project budgets allocate resources for high-quality monitoring where applicable.
  • Organize and execute monitoring and evaluation activities for all projects, including routine/random monitoring, baseline and end-line studies, post-distribution and post-intervention monitoring, mid-term and post-project evaluations, and provide assistance to external evaluators as necessary.
  • Support beneficiary verification and aid in preparing data collection tools, collecting relevant data, and processing it as needed.
  • Support in designing and reviewing data collection/tracking tools/formats/databases to maintain data quality, reliability, and consistency throughout project implementation. Support project staff in needs assessments and quantitative data collection exercises.
  • Suggest improvements for robust Complaints Feedback Response Mechanism (CFRM) in adherence to global PIN CFRM policy, ensuring its effective implementation and the development of context-appropriate CFRM tools to foster inclusive access and participation of beneficiaries and communities. Raise awareness of the PIN CFRM among communities and facilitate periodic analysis and sharing of CFRM data for learning and corrective measures.
  • Engage with donors on MEAL-related reporting for accountability purposes.
  • Support internal learning, capacity building, and quality improvement in the MEAL domain.
  • Contributing to the capacity development of MEAL team members, including enumerators.
  • Foster internal learning by sharing findings from MEAL activities and reflecting on lessons learned in the MEAL domain.

Անհրաժեշտ հմտություններ

  • University degree
  • Minimum 3-years of relevant work experience, preferably in NGOs or humanitarian sector
  • Strong analytical and critical thinking skills
  • Excellent communication and negotiation skills
  • Computer skills: Proficient in excel and other software being used for data analysis and visualization
  • Fluent spoken and written English and Armenian, Russian will be viewed as an asset
  • Highly organized person with attention to details and able to work individually and within a team
  • Organizational and problem-solving skills
