Chemonics International seeks a Data Analytics Specialist for the five-year U.S. Agency for International Development (USAID)-funded Armenia Strategic Communications Support Activity. The Activity will support the Government of Armenia (GOAM) to build effective streamlined, data-driven, and citizen-centered strategic communications systems, capacity, and practices. Specifically, the Activity will support GOAM in the following three main focus areas: 1) enable the institutional set-up and talent management of the public sector’s streamlined strategic communications; 2) ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications; and 3) foster citizen-centered strategic communications and public outreach.

Position Description:

The Data Analytics Specialist will work as a part of the Component 2 team to support the GOAM to develop and institutionalize data-driven, analytical systems to support strategic communications as well as implement capacity building initiatives with the Armenian government with a focus on data-driven information management. The Data Analytics Specialist will work with government stakeholders to employ cutting-edge data analytics platforms, tools, and techniques and will build the technical capacity of government communications staff to effectively employ them for improved strategic communications efforts.

  • Support Component 2 in designing and managing interventions to build the capacity of government partners for data collection, analysis, literacy, and coordination to support citizen-centered communications and institutionalize a data-driven approach to public communications

  • Work with government stakeholders to assess current data analysis capacity of government communications staff and design capacity building interventions to address identified gaps

  • Work with government counterparts to develop and implement processes and methodologies for measuring the impact of communications efforts through data analytics, including developing key performance indicators (KPI) and providing training and capacity building on KPI analysis

  • Work with government stakeholders to design and implement tools and techniques to analyze the collected data effectively, such as data visualization, statistical analysis, datasets/cubes analysis, or employing data analytics software

  • Establish research and data requirements that fill the GOAM information gaps through empirical analysis, advanced data modeling, and methodological recommendations

  • Perform ongoing analysis and comparison of data originating from multiple sources including research and polling, media monitoring, social listening, etc. to uncover correlations and derive conclusions informing content creation and strategic communications

  • Conduct analysis of online audiences, encompassing behavioral, socio-demographic, and psychographic data to inform and optimize strategic communications

  • Develop and provide data literacy capacity building trainings and resources for government staff, focusing on data analysis techniques, data visualization, and interpretation

  • Design interventions to build the technical capacity of government staff to integrate publicly accessible and privacy-respecting data from different sources to create a comprehensive view of audience behavior and preferences

  • Maintain a strong and positive working relationship with clients and partners, such as USAID, GOAM counterparts, CSOs, the private sector, research and analytical firms, think tanks, and academic centers

  • Perform other duties as required or assigned

Требования

  • University degree in sociology, mathematics, data analysis, economics, communications, or related field required

  • Minimum four (4) years of experience in a similar position in terms of the job tasks and responsibilities with at least two (2) years of research, analytics, and/or data systems experience

  • Experience designing and providing trainings and/or other capacity building interventions focusing on data analytics, including for government counterparts, preferred

  • Excellent interpersonal skills in the context of interacting with international and Armenian officials, Government of Armenia representatives at the national and local level, research and analytical firms, and civil society organizations  

  • Willingness to learn and implement modern and innovative tools, technics, and methodologies on data collection, analysis, and visualization 

  • Demonstrated professional excellence and strong analytical skills

  • Experience working with USAID or other donor-funded programs preferred

  • Demonstrated ability to fully and effectively communicate in English, both oral and written, is required
