The Austrian Red Cross (AutRC) implemented the StrengthVOL project (https://strengthvol.org/) from 2020 – 2022 (funded by DG ECHO and co-funded by the Austrian Development Agency). In the frame of this project the Rescue Service of the Ministry of Emergency Situations of Armenia (MES) , Armenian Red Cross Society (ARCS) and Austrian Red Cross (AutRC) developed a comprehensive model for Civil Protection volunteering for Armenia.

In this model, the volunteers are first responders, firefighters and rescuers called “Volunteer Fire Rescue Groups” (VFRGs). The volunteers are affiliated to the Armenian Red Cross Society. Volunteers pass also an exam with the MIA Rescue services (RS) and successful candidates receive from the RS an official rescuer ID.

The VFRGs are alerted and deployed by the MIA Crisis Management Centre (911) for any emergency or disaster occurring within their municipality. They are available 24/7 and should deploy within 15 minutes after the alert. The groups themselves are responsible for running a VFR station, maintaining equipment and a fire truck. They are alerted and deployed on a regular basis. They are volunteer firefighters like in similar volunteer systems in many European countries, e.g., Austria.
The current project “Institutionalising a Volunteer First Responder Service in Armenia (VolFiRe)” (https://volfirearmenia.org/) is funded by the Austrian Development Agency (ADA), co-funded and coordinated by the Austrian Red Cross (AutRC). It is implemented in Armenia along with three project partners: Armenian Red Cross Society (ARCS), Caritas Austria (CA) and Armenian Caritas (AC).
All activities are implemented in close cooperation with the Rescue Service of the Ministry of Internal Affairs of the Republic of Armenia.

Обязанности

Volunteer Fire Rescue System:
- Must get perfect understanding of the VFRG handbook (193 pages: glossary, operational doctrine, organizational manual, rules and regulations, insurance, standard operating procedures);
- Organize and lead trainings for VFRGs about Volunteer Fire Rescue System;
- Must be a reference among communities for dissemination of Volunteer Fire Rescue System;
- Contribute to the further development of the VFRG handbook based on lessons learned and recommendations collected at the community level.

Volunteer Fire Rescue Groups (VFRGs):
- Supervise volunteer recruitment, registration and insurance;
- Organize insurance coverage of volunteers with IFRC Geneva in case of accident;
- Organize VFRGs trainings about fire, rescue and first aid in coordination with MIA Rescue Service and ARCS First Aid department;
- Monitor development of VFRGs in connection with the heads of localities and chiefs of groups;
- Monitor inclusion of women and people with disabilities within VFRGs in connection with Armenian Caritas.

Project Management:
- Organize distribution of equipment, education material and uniforms in the communities;
- Organize logistic of events (ToTs for volunteers, simulation exercises, final conference);
- Monitor VFR stations refurbishment with ARCS engineer and AutRC Programme Manager;
- Draft ARCS quarterly narrative and financial reports.

Требования

PERSONAL REQUIREMENTS
- Excellent presentation, polite, motivated by project objectives, pro-active;
- Capacities to establish strong and durable links with official representatives at the local level, heads of communities, heads of localities, heads of rescue service fire stations, chiefs of Volunteer Fire Rescue Groups (VFRGs);
- Good understanding of remote community environment, interest for working with rural population;
- Available for regular, numerous, travels in remote communities with stay overnight

QUALIFICATIONS REQUIREMENTS
- University degree;
- Minimum of 2 years’ professional experience;
- Experience with rural communities is not compulsory but highly desirable;
- Excellent skills in word, excel and power point;
- Languages: Armenian native speaker, English is required, Russian is a plus.
