The five-year USAID Economics Foundations for a Resilient Armenia Activity (Economic Foundations) is designed to enhance and build resilient market systems by strengthening key economic actors within both the public and private sector to exercise economic stewardship. The Activity aims to boost economic security, help actors take advantage of periods of economic growth and navigate economic downturns, and ultimately build a more resilient Armenian economy. This Activity is a recently awarded five-year contract to CNFA, with J.E. Austin Associates as a major subcontractor.

The objectives of this Activity are as follows:

  • Objective 1: Improved institutional and human capacity in key government partners to deliver effective economic stewardship.

  • Objective 2: Greater economic resilience through improved export competitiveness of targeted sectors.

  • Objective 3: Improved productive use of financial capital in support of catalytic sectoral investments.

  • Objective 4: Supporting Armenia’s response to economic shocks and opportunities.

Position Summary

  • The Access to Finance Specialist plays a key role in leading the technical implementation of Objective 3 of the Activity. S/he will assist with efforts intended to yield the following results:
    • Increased productive use of financial capital for targeted industries and high-potential SMEs.

    • Improved capacity of local transaction advisors to facilitate greater SME financing in the targeted sectors to upgrade and expand their businesses.
    • SMEs demonstrate greater sophistication and capacity in developing applications for financial support.

    • A pipeline of “investment-ready” financing requests facilitating the development of targeted sectors.

  • The Access to Finance Specialist is a Long-Term Technical Assistance (LTTA) role. The Specialist will be engaged on a full-time schedule, for a total of 40 hours a week between Monday-Friday.

  • The Access to Finance Specialist reports to the Financial Transaction Advisor.

Обязанности

Specific responsibilities include but are not limited to the following:

  • Build a network of existing and new finance providers, including from diaspora organizations.

  • Work with banks, MFIs and other financial institutions to develop new and/or innovative financial products to serve the needs of targe sectors of the Activity.

  • Serve as the principal liaison between financial institutions, including banks, micro finance institutions, impact investors, and other financial service providers.

  • Lead the team to conduct due diligence for Objective 3 grants.

  • Provide finance consultancies to beneficiaries about new financial solutions and products.

  • Collaborate with public and private stakeholders and Activity Component staff.

  • Support the Financial Transaction Advisor to respond to Government of Armenia and USAID needs under the Objective 3.

  • Provide inputs to the Activity annual work plans, quarterly reports, MEL indicators, and technical reporting.

  • Ensure achievement of expected outputs and deliverable as coordinated with the Activity’s MEL Specialist.

  • Provide inputs to Activity’s communication requirements and success stories.

  • Develop SOWs to hire expat or local consultants to support tourism development activities, as needed.

  • Other relevant activities as assigned by employer or supervisor.

Требования

  • Bachelor's degree in economics, finance, business, or related field. MBA or Masters is highly preferred

  • A minimum of seven years of experience in finance, SME and agribusiness development, or commercial banking.

  • A minimum of three years of experience in development working with public, private, and civil society sectors and engaging them in economic development activities for impact.

  • Demonstrated experience in public-private engagement and engagement with financial institutions.

  • Experience in promoting access to finance for youth and women is desirable

  • Knowledge of digital finance/mobile banking is prefered

  • Familiarity and experience with international development projects

  • Exceptional communication, relationship building, networking, and interpersonal skills.

  • Fluent verbal and written communication skills in English and Armenian are required. Additional language fluency is a plus.
