Job description:

Magnus is seeking a dynamic individual to become the Armenia Country Coordinator for the RECONOMY Program with our partner, Helvetas. In this role, you will manage program activities, partnerships, and implementing partners in Armenia, ensuring compliance and providing essential support to the EaP regional manager.

Job responsibilities

About the role

1. Effective coordination.

Typical tasks here include:

  • Contribute to the program’s overall work through coordination with the program management and EaP hub Program Officers (including contributions to reporting as per Sida Collaboration Agreement).
  • Take the lead in coordinating the RECONOMY program’s activities and partnerships in Armenia.
  • Conduct continuous research and development in Armenia to identify potential new entry points for systemic intervention and new partnerships in line with the Sida collaboration agreement.
  • Coordinate the program’s activities in Armenia with the Swedish embassy and Sida representatives, governments, and other critical stakeholders, ensuring transparency and an overall collaborative environment.
  • Ensure coordination with other donor-funded development projects and with Sida initiatives in Armenia for potential synergies.
  • Represent the RECONOMY program in Armenia at various platforms and communities, to ensure program participation, potential synergies, and high-quality visibility.
  • Ensure regular networking with state and international organizations in Armenia.
  • Ensure synergies and regular updates of information related to the emerging economic and political developments in Armenia and provide advice for new entry points in line with the overall Sida’s and Helvetas goals and strategies.
  • Stimulating active discussion between the program and its Armenian partners and stakeholders in line with the overall objectives and approach.

2. Partnership management and networking.

Typical tasks here include:

  • Oversee the work of Implementation Partners through regular exchanges and direct collaboration in accordance with the Partnership Agreements entered with these organizations.
  • Regularly coordinate with RECONOMY EaP hub Program officers to ensure quality in the implementation of the Program Facilitation Unit (PFU) led projects in Armenia to ensure achievement of objectives, to obtain, analyze, and update on country developments – potential challenges/ risks and opportunities.
  • Regularly meet, supervise and guide the work of Implementing Partners.
  • Provide backstopping support to Implementing Partners in the application of an MSD approach and related tools and coordinate additional technical inputs by internal and external resource persons.

3. Compliance and risk management

Typical tasks here include:

  • Conduct joint monitoring visits to the EaP countries and respective partners with the EaP hub Fin./Admin. officer, to assess progress against targets and agreements, quality of monitoring and reporting systems and adherence to required rules and processes.
  • Monitor compliance of engaged system actors as well as Implementing Partners with rules and processes laid out in the Partnership Agreements and coordinate necessary activities with the EaP countries regional manager and EaP hub Fin./Admin. officer.
  • Plan and co-organize different workshops, events & study trips.
  • Contribute to the report’s development at all levels.
  • Monitor compliance of Implementing Partners with rules and processes laid out in the Partnership Agreements and coordinate necessary activities with the EaP regional manager.
  • Contribute to the annual and semi-annual reporting to Sida with a focus on Armenia.
  • Ensure timely updates of the Risk Registry and two monthly reports development on Armenia.
  • Contribute to planning and co-organizing different workshops and events in Armenia.
  • Contribute to the preparation of relevant materials on a project for the program media channels.
  • Other activities as per request or need.

4. Stakeholder engagement and representation

Typical tasks here include:

  • Coordinate the program’s activities in Armenia with state and international organizations, ensuring regular networking.
  • Stimulate active discussion between the program and its Armenian partners and stakeholders.
  • Contribute to planning and co-organizing workshops, events, and study trips in Armenia.

Expected results

  1. Coordinate program activities, partnerships, and networking in Armenia, ensuring transparency and collaboration with stakeholders.
  2. Expanding coordination to include oversight of Implementation Partners, ensuring quality implementation and compliance.

Required qualifications

Requirements:

  1. Minimum Master’s degree in Economics, Development Studies, Political Science, Business Administration, or related fields
  2. Certifications/Trainings in relevant discipline
  3. Extensive experience in program coordination, particularly in economic development or a related sector in Armenia
  4. Proven track record of working with international organizations, government bodies, and various stakeholders in Armenia
  5. Experience in managing partnerships and networks in Armenia
  6. Demonstrated experience in analyzing and interpreting economic and political developments in Armenia
  7. Experience in coordinating activities and partnerships within economic development programs
  8. Experience in organizing workshops, events, and other collaborative activities
  9. Strong organizational and planning skills to manage multiple tasks and priorities
  10. Project management practical experience (knowledge/practical experience of applying MSD approach)
  11. Understanding and experience in Gender Equity and Social Inclusion (GESI)
  12. Understanding and experience in Environment & Climate Change (ECC)
  13. Strong organizational and planning skills to manage multiple tasks and priorities
  14. Ability to contribute to reporting and documentation as required by the program
  15. Writing skills – to develop ToRs for assessment/analyses, develop monthly updates and reports
  16. Competence in monitoring compliance with administrative processes and risk management
  17. Excellent communication and representation skills
  18. Effective leadership skills
  19. Ability to network and build relationships with state and international organizations
  20. Proven ability to engage with government officials, international donors, and other key stakeholders
  21. Ability to travel frequently
  22. Ability to work in a diverse team.
