Program Context 

Chemonics International, Inc., a U.S.-based international development consulting firm, is seeking qualified candidates for multiple operations positions for the five-year USAID Armenia Strategic Communications Activity. The Activity will support the Government of Armenia to build effective streamlined, data-driven, and citizen-centered strategic communication systems, capacity, and practices. Specifically, the activity will support GOAM in the following three main focus areas: enable the institutional set-up and talent management of the public sector’s streamlined strategic communication; ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications; and foster citizen centered strategic communications and public outreach.

Chemonics is seeking applications to fill the vacancy for the position of Strategic Implementation Fund (SIF) Manager. The SIF Manager will support the Operations and Finance team to ensure efficient operations, financial management, human resources administration, procurement, and compliance with USAID regulations, Chemonics policies, and local law. The team will also manage the Activity Strategic Implementation Fund, including grants and subcontracts, to ensure interventions are impactful, cost-efficient, and in line with all applicable regulations.

Job responsibilities

Strategic Implementation Fund (SIF) Manager Responsibilities:
- Oversee management of the SIF
- Work in coordination with other team members including COP, DCOP, Operations and Finance Director, and Objective Leads to ensure compliance with USAID and Chemonics policies and procedures throughout the design, development, and implementation of grants and subcontracts, including solicitations design and release, technical evaluations, monitoring and evaluation, and financial reporting
- Support project staff with the evaluation of grant concepts and grant agreement/award documents while ensuring adherence to established grants management policies.
- Liaise between project staff and grant recipients, providing technical advice and assistance as needed in areas of financial management, procurement requirements, and implementation planning.
- Ensure proper negotiation of final terms and conditions for grants, and review and analyze budget estimates for allocability, reasonableness, and consistency.
- Plan procurements, write appropriate specifications, evaluate offers, monitor contracts, and handle all post-solicitation activities, including all appropriate documentation.
- Perform detailed reviews and audits of all grant receipts and subcontractor invoice documentation and ensure that expenses are incurred according to the terms of the signed grant/subcontract.
- Manage the organization, tracking, and filing system of all grant and subcontract documents, making sure that appropriate documentation is included in each file
- Responsible for overseeing the close-out of grants and subcontracts within required time-frames.
- Provide training to project staff in best practices in grants and subcontract management
- Work with project leadership to answer any questions or provide USAID with any requested information about the grant making and procurement process
- Supervise Grants and Procurement Assistant
- Perform other tasks as directed by the Chief of Party (COP)

Required qualifications

- Academic degree in in business administration, economics or other relevant field;
- At least three years of experience working with grants and subcontracts for donor funded projects; USAID experience strongly preferred;
- Excellent administrative, organizational, and multi-tasking skills;
- Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively;
- Experience managing and supervising and individuals preferred;
- Proficiency in English, with strong written and oral communication skills.
