Job description:

The tendering Specialist plays a key role in the procurement process by managing the tendering process from start to finish. The tendering Specialist is responsible for soliciting bids from contractors and suppliers, evaluating proposals, and selecting the most suitable vendors for various projects. The ideal candidate will have a strong understanding of tendering principles, excellent negotiation skills, and the ability to effectively manage multiple projects simultaneously.


Job responsibilities

  • Develop and implement tendering strategies and policies for various projects.
  • Participate in preparation of Construction Procurement Plan.
  • Manage national and international competitive biddings in compliance with the donors' guidelines, rules and procedures.
  • Develop administrative parts of tender documentation.
  • Coordinate the development of the technical part of tender documentation with project managers, construction and architectural teams.
  • Coordinate the development of the legal part of tender documentation with legal and finance departments.
  • Draw up clear and non-discriminatory selection criteria
  • Organize and conduct tendering procedures, including sending out invitations, gathering proposals, organizing committee meetings, completing minutes, and maintaining document flow.
  • Ensure that all staff members involved in the preparation of the tender dossier act impartially at all times in accordance with the code of conduct of their profession.
  • Conduct marketing analysis of the market for purchased goods, works, and services to draw up a list of potential contractors with a justification for the choice and invite them to bid.
  • Ensure that a certain degree of advertising is sufficient to enable the market to be opened up to competition (for open tender procedure). Analyzes the bidding platform market to ensure the maximum number of relevant bids.
  • Coordinate pre-bid meetings and site visits to ensure all bidders have a thorough understanding of the project requirements.
  • Review and analyze incoming bids to ensure compliance with project specifications and budgetary constraints.
  • Provide needed information to bidders on request for clarification related to the tender dossier. Organize and maintain the RFI process and tracker.
  • Manage tender opening sessions. Record attendance at meetings and compile the evaluation reports and their supporting annexes.
  • Liaise with external partners, subcontractors, and vendors as needed
  • Conduct negotiations with contractors and suppliers to finalize contract awards..
  • Monitor and track project procurement activities progress and provide regular updates to management.
  • Maintain organized and up-to-date records of all tender-related documentation.
  • Prepare post-tender analysis reports for internal review.
  • Stay current with industry trends and best practices in tendering and procurement.

Required qualifications

  • Bachelor's degree in Economics, Construction, Engineering, Business Administration, or related field.
  • Proven experience in construction tendering and procurement, preferably in a similar role.
  • Understanding of procurement laws, regulations, and best practices is a plus.
  • Understanding of construction principles, materials, and methods is an advantage..
  • Proficiency in Microsoft Office Suite.
  • Experience in ArmSoft, ERP is a plus.
  • Exceptional communication and interpersonal skills.
  • Detail-oriented with the ability to manage multiple projects simultaneously.
  • Strong organizational and time management skills.
  • Professional certification in construction management or procurement (e.g., CSCP, PMP) is a plus.
  • Excellent knowledge of Armenian and English languages. Russian is a plus.
